MIGA backs ACWA Power's 1.1 GW Suez wind farm in Egypt with a $193.3 million guarantee

The cover layers onto a $703.6 million senior debt facility closed in January 2025. Full commercial operation is targeted for Q2 2027.

MIGA just put $193.3 million of political-risk cover behind Egypt’s 1.1 GW Suez wind farm.

The World Bank Group’s Multilateral Investment Guarantee Agency has agreed to provide USD 193.3 million in guarantees to ACWA Power to cover its investment in the project. The wind farm sits at Ras Gharib on the Gulf of Suez, split across two 550 MW plots, with 138 Envision Energy 8 MW turbines on order. ACWA Power holds 70 percent alongside HAU Energy, selling output to EETC under a 25-year build-own-operate power purchase agreement. Full commercial operations are targeted for Q2 2027. MIGA cover layers onto a $703.6 million senior debt facility closed in January 2025 with EBRD, the African Development Bank, British International Investment, and DEG.

Why it matters

We read political-risk cover at this scale as what pulls pension and insurance capital into emerging-market renewables. The 1.1 GW project now carries a MIGA guarantee on top of a senior debt facility from four development lenders.

What it means for MENA

My read: Egypt’s wind procurement pace is being underwritten by guarantees and development-finance debt as much as by turbine technology. The Suez stack is the clearest example so far.
